Is there any scope to import banned or restricted items for export purpose?

Yes.

As per paragraph 24(12) of the Import Policy Order, 2015-2018, recognized units under specialized textile industry operating under the bonded warehouse system are permitted to import raw and packing materials (including banned/restricted items) as determined by the customs authority on the basis of confirmed and irrevocable letter of credit for export of the items of specialized textile against back to back L/C. 

For this purpose no prior permission from the Chief Controller is required.
