Can a person import an old vehicle manufactured in 2010 (chassis of which is manufactured in 2010) in 2016?

No.

One cannot import a vehicle of 2010 in 2016. If the chassis of a car is manufactured in 2010, the age of the old car will be calculated from January 01, 2011 and it will be more than 5 years old if it is shipped from the exporting country on or after 01 January 2016.  However, the car/vehicle will remain importable if it is shipped within 31 December, 2015.
