Does a passenger need to pay duties and taxes for a Video Camera as a baggage item?

Usually one video camera can be brought in duty free as a baggage item by any passenger. But, HD Cam, DV Cam, BETA Cam and camera used for professional purpose brought in by a passenger are not entitled to receive such facility.
