An importer cannot take delivery of just any category of products he wishes from the off-dock facilities. 

An off-dock facility is a bonded Customs facility located outside the confines of the port and is operated by private-sector concerns. The off-docks have been established to ease the congestion problem of the port, especially in Chittagong.

Customs has identified a list of products (at present it includes 36 categories of products) which can be transferred from the port area to the off-dock facility before customs clearance. An importer is allowed to take to the off-docks only those category of products. He can get clearance of delivery of only those products from the off-docks which are allowed to be taken to there.
