What special formality needs to be followed to open L/C in order to import plant and plant products?

In order to open a Letter of Credit (L/C) to import plant and plant products, a valid import permit has to be obtained beforehand from the Quarantine wing of the Departmental of Agricultural Extension (DAE). According to the Destructive Insects and Pests Rules, 1966, it is a mandatory requirement to obtain an import permit from the DAE prior to such importation (i.e. before opening an L/C).
