Can the exporters, who get cash incentives for their exports, apply for duty drawback?

No.

The exporters who get cash incentives for their exports will not be eligible to receive drawback from DEDO. 

These exporters are not even entitled to get drawback against VAT paid on utilities consumed during the production or manufacture of their export products.
