As the WCO is an intergovernmental organization, such questions should be brought to the attention of the national Customs administration concerned, which might then ask the WCO Secretariat to place the issue on the agenda of the Harmonized System Committee. Once the decision of the WCO is communicated to the member Customs Administration (e.g. Bangladesh), the trader can obtain the ruling/decision from that Administration (e.g. NBR/Customs).
