Can import prohibited old vehicles, engine be sold through auction?

Import prohibited goods, in particular old vehicles/conveyance, old engines and spare parts and fabrics importable under certain conditions may be sold through auction subject to prior permission of the Ministry of Commerce, and observance of provisions/rules under the Customs Act.
